New York State Next Generation Learning Standards Now AvailableThe Board of Regents adopted the newly revised English Language Arts and Mathematics Learning Standards on September 11, 2017. The new standards have been the result of over two years of collaborative work to ensure New York State has the best learning standards for our students. Over 130 educators and parents worked together to make recommendations and revise the standards, resulting in a new set of revised English Language Arts and Mathematics Learning Standards. The overall timeline for the implementation of the Next Generation ELA and Mathematics is as follows:
- September 2017: Adoption of NYS Next Generation Learning Standards.
- Phase I: Raise Awareness (Winter 2018-Winter/Spring 2019): Professional development on NYS Next Generation Learning Standards; two-day assessments measuring the 2011 P-12 Learning Standards.
- Phase II: Build Capacity (Spring 2019-Summer 2022): Professional development continuing on NYS Next Generation Learning Standards; two-day assessments measuring the 2011 P-12 Learning Standards.
- Phase III Full Implementation (September 2022 – ongoing): Full implementation of the NYS Next Generation Learning Standards.
- Spring 2023: New grade 3-8 tests measuring the NYS Next Generation Learning Standards.
While the Next Generation Standards reaches full implementation in 2022-23, students in grade 3-8 will continue to take state assessments based on the Common Core State Standards. Information about the Common Core is below.

The Common Core State Standards (CCSS) were developed through an unprecedented initiative originally coordinated by the National Governors Association. To date, 45 states have adopted the Standards, which define a staircase to college and career readiness and build upon the strengths of previous state standards and international benchmarks. Common Core Standards have been created for English Language Arts and Mathematics.
The Standards define the knowledge and skills students should have within their K-12 education careers so that they will graduate high school able to succeed in college courses and workforce training programs. The CCSS differs from state standards in that they are aligned with college and work expectations, include rigorous content and application of knowledge through higher-order skills and are informed by other top-performing countries so that all students are prepared to succeed in our global economy. The Standards provide clear goals for student learning and are framed by a series of shifts or changes in the way teachers focus on instructional activities.
The new Common Core Standards are not intended to be new names for old ways of doing business. They are a call to take the next step. The intent is to provide teachers and parents with benchmarks or guideposts along a student’s school career that indicate they are on a path to be college and career-ready. The new standards and assessments prepare students to succeed in college and the workforce, and they provide schools with a clear, focused roadmap for what to teach and when to teach it.
